Ex-Ante-Evaluation

This type of evaluation takes place before the implementation of a measure or a project. It serves the further development of projects and measures (e.g. needs assessments) as well as scrutiny of the consistency of given objectives, the problem faced, and the conditions for implementation.

Time: before implementation of the project, measure or service

Purpose: to examine whether the planned measures/services correspond to a need, can be carried out as planned, and can actually achieve the desired effects
